they just "warn" the rest of the world, that if they feel threatned by something (could be satelite, ground-space-ground missiles) then they warn you all that they gonna defend their homeland in space also ... it's natural reaction of fear. you feel paranoiac, and you put yourself in a situation where eveyrbody is your ennemy. the problem is that, with globalization, everybody has connections with everybody, therefore, soon enough, the USA agreement won't matter anymore, and they are going to feel VERY lonely in their useless SUVs :) i mean, i deeply love the people. i like their country. but they're one fucked up society, and it impacts everything. you guys know southpark ? see cartman character. that is the united states. a little fat brat whom everybody hates :) anyway, enough bashing. cause many countries do the same kinda shit. just like the french nuclear submarines floating around at all time in open seas. same idea.
