I really don't know what is happening with concerts in this region, but maybe because of other festivals where G'n'R will perform, there is no room in their schedule, so they decided for only one date in summer. Unfortunately maybe that means for Zagreb, but maybe for Belgrade too! 
I still hope they'll play in June.

Other thought that came across my mind, is that they do not want to play solo concerts in summer, so they'll be just part of some festivals.
