I'm wondering if it existed before, because I heard Mick Jagger use it a song on the "Alfie" sdtrk.

Could be that they created a new, little pop-culture something or another.

The song you are referring to by jagger was made for the movie Alfie.  So his song is a new track created after NR.  So I would say that Axl created that.

November rain is cold...and often in most of North America - I think it can be more associated in Axl feeling bad on a rainy November night

I think it was used before that because i once herd my great grandfather say its as cold as a cold november rain and he was 94 when he died and im only 17

well i hadn't heard of the phrase november rain as the song was made when i was like 4 so i grew up knowing it as a song but my dad informs me people used to use the phrase ages before 1991
