DVD Lab Pro is one of the best.
I use Ulead DVD Workshop 2.

What about when we download dvds that are already authored? How do we use the .ifo file to connect the menu with the chapter times etc?

Nero doesnt seem to support .ifo files.

If anyone can post a link with a tutoral or a brief descriptions.

What sort of error are you getting?

I have been using Nero with no problems at all. Burns all discs perfectly even dual-layers.

When burning select the DVD-VIDEO option then put all the .ifo .bup and .vob files in the VIDEO_TS folder, already created by nero, and you should be right to burn.
