I think its a book vs. movie problem.? In the movie, I'm not sure they say exactly why he's there, but it is at least implied that it is for the council.? In the book, its to consult with Elrond about the dream and he stays for the council.?

Human=9
Elves=3
Dwarves=7

Correct me if i'm wrong, but i dont think any were given to the hobbits

Well that's what it is actually called in middle-earth, but the hobbits call it Kingsfoil, like a slang, so it works.
