An update from Tommys PR-management. FinAxe send an email and they replied pretty much this way:

Stinsons spring: SOME(!!!) GNR europe dates, solo- album release in July-> Solo tour...

So thanks to FinAxe !

Sounds good, but a solo tour ?!?! Crap...

You guys are funny.  I was simply posting a rumor I saw at a different website.  LOL how everyone gets worked up over a rumor.  Nice tommy stinson e-mail by the way...no credible source huh?
