He looks pretty wasted.

But umm , I think this may have been taken around the time when Paul wanted to produce "afd" ... he almost had the job too until he started telling the band how he wanted to change songs and make SCOM way shorter.

I know that Paul likes guys so maybe he had his sights on Axl.  Perhaps as another post said, Axl was Paul's groupie for the night.  Axl got to see the Love Gun!!!!!
