There are already countless threads on this topic, but I'll "bite."  The best album depends on your taste in music.  If you prefer something more mellow Colma or Electric Tears would be your best bet.  If you prefer something more "funky" or "jazzy," I'd start with Population Override.  If you prefer something more aggressive you should go with Enter the Chicken.  And if you like something with big melodic guitar solos w/ some experimental shredding thrown in maybe you want to go w/ Crime Slunk Scene or Monsters and Robots.

Personally I started with Monsters and Robots.  It seemed to be a good introduction for someone unfamiliar w/ Buckethead.

I got "Electric Tears" and I was blown away, very impressive music, didn't know he played mellow stuff like that.

I'm really ashamed for doubting this guy.

His best album as far as I'm concerned is Thanatopsis - Axiology.  It will take a while to sink in and appreciate, but it's simply amazing.

BTW Thorned Rose, mellow stuff is one of Buckets specialities.  Be sure to check out Colma also, you will be pleasantly suprised.  Also, the following vid is one of my favorite mellow moments from Bucket;
