I don't think there are any guidelines for it. It's going to depend on the atmosphere at any given time. I'm sure the biggest reason they didn't go forward with the show was due to security concerns. Obviously at the time no one knew if it was over if more attacks were coming etc and a sold out show at the Becry would be a prime target.
