It's a very simple joke about the name of the song. IRS stands for Internal Revenue Service, they are in charge of American taxation. Just a joke, nothing to see here, move along people.

He was actually saying it was about "Taxi Vision" a new television program focusing on issues facing the modern day cab driver.

He said "max titillation." This refers to a new videogame that Axl is putting out in collaboration with Arnold Schwarzenegger, which is also a sequel to "Max Payne," featuring Max's brother Tittilation. (He changed his last name when he went undercover, and changed his first name to Max so that people would try to kill his brother instead when they found out he was really a cop.) It's a third-person shooter just like "MP" and IRS is the theme song for the game. Axl wrote the script with Mickey Rourke based on a short story by novelist/fan fiction writer Billy Crystal.

Max Titillation is played by Arnold Schwarzenegger in the game (graphic novel style as per the first two games in the series) and Axl and Mickey both have cameos. In fact Axl - SPOILERS AHEAD! - is one of the bad guys at the end of the game.

It is scheduled for release next year, some say Axl is doing this tour just to get hype going for the game.

Y'all are just too funny tonight.  Get back on topic.   Roll Eyes

You know that there are people here who don't speak (read) English very well.  You might really confuse them with these oh so funny posts.
