This is a new interview (23/5/04).

Is this old news?  I know he is good friends with Axl - but what role would he play in GnR today?

What exactly does Ricki do?

I think you are mis-reading the interview. Basically, it was "word association: first thing that comes to mind". And the example was:

Ricki Rachtman = "My Best Friend Is In Guns N' Roses"

I think was he's getting at is that Ricki was co-owner of the Cathouse club in LA along with Taime Downe of Faster Pussycat, and then, when Headbanger's Ball appeared on MTV, Ricki wanted to be the host.  He then called his buddy Axl, who then called MTV, and boom, Ricki's the host.

I.E., we would never have seen his face if he didn't use his friends in high places.
