How can you tell, where does it say on the DVD player...here's my model :

http://www.amazon.com/gp/product/tech-data/B00005N5XO/ref=de_a_smtd/102-4872823-8664947?ie=UTF8

Does this say anything about playing PAL DVDs and DVD+Rs, or can I use DVD-Rs to burn the concert?

If you bought your DVD player in North America, it's going to be NTSC.  You would have to specifically look for a model (which would generally be more exspensive) to find one that plays both PAL and NTSC.  If memory serves me correct, i think it may be illegal or in violation of copyrights, but I could be wrong.  Anyway, i think PAL and NTSC have to do with the output to the tv rather than a format meaning that American TVs would not be able to utilize the framerate that PAL videos use.  Then again, I may be confused.
